Dear Candidate,
I am writing to bring serious housing issues to your attention that require the City's intervention, up to and including remedial action.
Harrington Housing, which operates Multi-Tenant Housing (MTH) pursuant to the City's regulatory framework under Municipal Code 575 in partnership with large landlords like Fitzrovia, has repeatedly violated the regulatory framework and several other provincial and municipal regulations. Complaints by tenants include a lack of locks for doors (many of which are constructed with shower curtains), "walls" made of bookshelves that do not reach the ceiling, abundant fire hazards and frequent noncompliance with licensing provisions under the MTH bylaw.
On March 25, 2026, Council voted to direct staff to develop a framework for pursuing remedial action as part of EX29.14: "Cracking Down on Bad Landlords," where the City will take matters into its own hands, hiring contractors to bring units into compliance and billing the landlord. It is absolutely clear that Harrington Housing is a "Bad Landlord" and must be considered alongside other MTH landlords as part of the City's remedial action framework.
Organizations like the Federation of Metro Tenants' Associations have been advocating for action against Harrington Housing, Fitzrovia and other landlords taking advantage of tenants in Multi-Tenant Housing.
If remedial action is used to bring Harrington Housing units into compliance, there will surely be a ripple effect across all MTH units resulting in a safer and more compliant rental market.
Thank you for your attention to this matter.
